Restriction on disclosure / transfer

Upon request, the registration authority will enter an information block in the register of residents if there are facts that justify the assumption that the person concerned or another person may be at risk to life, health, personal freedom or similar interests worthy of protection as a result of information in the register of residents. For this purpose, an informal application must be submitted to the registration authority for the entry of an information block in accordance with Section 51 (1) BMG, in which the reasons must be made credible that the person concerned or another person may be at risk to life, health, personal freedom or similar interests worthy of protection as a result of information from the register. The registration authority may require the applicant to provide further evidence.

The effect of the information block is that information from the population register is only provided if it is not likely to prejudice interests worthy of protection. The person concerned will be heard by the registration authority before information is provided. The information block is entered in the personal data record in the population register. It is also taken into account in the data record of spouses or life partners, legal representatives or underage children as so-called attached data.

The information block is limited to two years and can be extended on request.

Please note:

• We would like to take this opportunity to draw your attention to other ways in which third parties can investigate you so that you can take further protective measures of your own, including by other persons if necessary.
• You should also be aware that your data may also be stored by other public authorities, such as the tax office, the youth welfare office or the court. You should clarify directly with these authorities to what extent there are options for blocking your data. This also includes the possibility of blocking data in other registers such as the Central Register of Foreigners and the Central Vehicle Register.
• Please note that publishing your own personal data freely on the Internet (e.g. in social networks) can render the establishment of an information block in the register of residents ineffective.

The following restrictions on data transfer may be requested informally, without providing a reason:

• Objection to the transfer of data to a religious organization under public law by the
a family member of a member of that religious organization

• Objection to the transfer of data to political parties, voter groups, and other entities submitting candidate lists in connection with elections and referendums

• Objection to the transfer of data on the occasion of birthdays or wedding anniversaries to elected officials, the press, or broadcast media

Anyone who wishes to object to the transfer of their data may submit a request directly online via the link below titled “Online Request for Transfer Block” or send a written request by email, mail, or fax. Upon submission of the request, an indefinite data transfer block will be established in the registration records without requiring a reason to be provided.
