Urban drainage fees

§ 26 EWS Fee scales and rates for wastewater

  1. The scale of charges for the discharge of wastewater into the public sewage system is the fresh water consumption on the connected property determined in accordance with § 28.
  2. The fee is 2.50 euros per cbm of fresh water consumption or part thereof.

§ 29 EWS Fee scales and rates for precipitation water

  1. The scale of charges for the discharge of rainwater is the built-up and artificially paved area of the property from which the rainwater is discharged or runs off into the public
wastewater system, either piped or non-piped. A non-piped discharge exists in particular if precipitation water from the above-mentioned areas can enter the public wastewater system above ground due to the slope. The calculation unit is a completed 10 square meters of the aforementioned property area.
  2. For land areas in accordance with paragraph 1, the annual user fee is EUR 9.90 per completed 10 square meters of developed and artificially paved land area.
  3. The built-up and artificially paved land area in accordance with paragraph 1 is divided into three classes, taking into account the degree of water permeability or water retention capacity:

Class A1 (impermeable surfaces, in particular concrete and blacktop surfaces (asphalt, tar, etc.), paved surfaces without joints (or with grouting), pitched roof surfaces, flat roofs, etc.)

Class A2 (paved surfaces without grouting (such as, for example, courtyard paving, lawns or splashbacks), paved surfaces without joints (such as, for example, courtyard paving, lawns or splashbacks), paved surfaces without joints (such as, for example, paving, lawns or splashbacks)).

Class A3 (gravel roofs or green roofs with a permanently closed plant cover that permanently delay or reduce the runoff of rainwater, water-bound surfaces (made of gravel, chippings, cinders, etc.), eco-paving, paving slabs, etc.).), eco-paving, porous paving or similar paved surfaces with limited water permeability).

The burden of proof for the limited water permeability or water retention capacity of the land areas according to classes A2 or A3 lies with the party liable to pay the charge. If there is any doubt about the classification of the areas in classes A2 or A3, the person liable to pay the charge must provide evidence of the permeability or water retention capacity of the respective areas at their own expense by obtaining a suitable expert opinion.
  4. Class A1 land areas are subject to charges without deduction. Due to their at least limited water permeability or water retention capacity, the respective actual land areas of class A2 are assessed at 70 % and class A3 at 40 % as developed and artificially paved land areas.
  5. If the party liable to pay the charge collects rainwater run-off from developed and artificially paved land areas in accordance with paragraph 1 in a rainwater retention system (e.g. a cistern) or . a cistern) or
a service water system that is connected to the public sewage system with an (emergency) overflow and whose retention volume has a minimum size of 30 liters of rainwater per square meter of these developed and artificially paved areas of land, only 50% of these areas of land shall be assessed as chargeable at the request of the person liable to pay the charge. The prerequisite for the application of the aforementioned regulation is that the storage volume of the system is at least 3 cubic meters. If there are several systems on the property of the person liable to pay charges, the respective storage volumes must be added together to calculate the minimum volume required
    .

§ 24 EWS connection costs

  1. The costs for the construction or renewal, modification, removal (decommissioning) and the costs for the maintenance of the connection pipes shall be reimbursed to the City in the amount actually incurred .
