With the entry of an information or transmission block or a conditional blocking notice, the provision of information from the register of residents and data transmission is restricted or made dependent on further conditions.
Upon request, the registration authority will enter an information block in the register of residents if there are facts that justify the assumption that the person concerned or another person may be at risk to life, health, personal freedom or similar interests worthy of protection as a result of information in the register of residents. For this purpose, an informal application must be submitted to the registration authority for the entry of an information block in accordance with Section 51 (1) BMG, in which the reasons must be made credible that the person concerned or another person may be at risk to life, health, personal freedom or similar interests worthy of protection as a result of information from the register. The registration authority may require the applicant to provide further evidence.
The effect of the information block is that information from the population register is only provided if it is not likely to prejudice interests worthy of protection. The person concerned will be heard by the registration authority before information is provided. The information block is entered in the personal data record in the population register. It is also taken into account in the data record of spouses or life partners, legal representatives or underage children as so-called attached data.
The information block is limited to two years and can be extended upon request.
If persons in
- a reception center for asylum seekers or other foreign refugees,
- Hospitals, nursing homes or other facilities for the care of people in need of care or disabled people or for home education,
- facilities for protection against domestic violence or
- facilities for the treatment of addiction
the registration authority will place a conditional blocking notice for this person in the population register if it is aware of this. The effect of the conditional blocking notice is that information from the population register will only be provided to private individuals if it can be ruled out that their interests worthy of protection will be impaired. The person concerned will be heard by the registration authority before information is provided from the register.
The following transmission blocks can be applied for informally, without giving reasons:
- Objection to the transfer of data to the Federal Office of Bundeswehr Personnel Management
- Objection to the transfer of data to a religious organization under public law by the family member of a member of this religious organization
- Objection to the transfer of data to political parties, voter groups, etc. in elections and votes
- Objection to the transmission of data on the occasion of age or marriage anniversaries
- Objection to the transfer of data to address book publishers

With the application, an indefinite transfer block is set up in the population register without giving reasons.
